The harrowing details currently emerging from the ongoing inquest at Avon Coroner’s Court into the death of Claire Dupree are a damning indictment of the Ministry of Justice (MOJ) and the systemic failures at HMP Eastwood Park.
In 2021, Claire was tragically burned alive in her cell when a vape set fire to her clothing and surroundings. The agonizing reality of her final moments is difficult to comprehend: as the fire raged, prison officers refused to open her cell door, stating that the handle was too hot to touch. Left trapped, it took a devastating 33 minutes for the fire service to finally reach her. Claire succumbed to her injuries and died two days later in the hospital.
Evidence presented at the inquest, including chilling testimony from her neighboring cellmate, has confirmed shocking infrastructural and procedural failures within the prison. Perhaps most absurd and dangerous is the revelation regarding the prison’s fire safety measures: the fire alarms are merely battery-operated devices situated outside and above the cell doors—an inherently flawed and illegal setup for detecting an internal cell fire.
The tragedy of Claire’s death is heavily compounded by the staggering misuse of public funds. Former Governor Zoey Short effectively conned millions of pounds of taxpayers’ money from the MOJ under the explicit guise of replacing this illegal, obsolete fire alarm system. Yet, five years later, the infrastructure is exactly the same. The MOJ’s inaction continues to put the lives of incarcerated women and prison officers at severe risk every single minute of the day.
Addressing the facility’s glaring lack of safety measures, Nick Armstrong KC, who represents Claire’s family, laid bare the incompetence of the prison. He starkly pointed out to the court, “All the things you rely on for the protection of life, there are issues with.”
Yet, in a move that defies all logic, justice, and accountability, Zoey Short has since been promoted to the position of Acting Director of the Women’s Prison Estate. We can only express absolute dismay at this decision. It seems that only in the MOJ are you rewarded for such catastrophic failure and flagrant disregard for human life.
We must demand accountability and an immediate overhaul of the toxic, life-threatening conditions inside our prisons.
